Article
1 Name and Constitution
With
the object of encouraging the development of rowing and of strengthening the
bonds of friendship that unite those who practice it, the National Rowing
Federation of Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand and
Vietnam founded the South East Asian
Rowing Federation on December 17th, 1993 in Kuala Lumpur,
Malaysia.
Article 2 Objectives
The
objects of SEARF shall be :
1. To promote and
develop rowing in South East Asia.
2. To organize the
annual South East Asian Rowing Championships.
3.
To encourage and support developmental activities for the national rowing
federation of South East Asia.
4.
To encourage cooperation among rowers, coaches and leaders and
Traditional Boat rowers, coaches and leaders.
5.
To encourage the formation of national federation in South East Asian
countries where none exist.
6.
To co-operate with the efforts of FISA and the Asian Rowing Federation in
South East Asian member national rowing federations.
7.
To encourage participation in FISA Championships, SEA Games, Asian Games
and the Olympic Game.
Article
3 Emblem
The
Emblem of SEARF shall be seven oars side by side in gold coloured and SEARF
wording under the oars.
Article
4 Members
Only a South East Asian national
rowing federation which is affiliated to FISA, the International Rowing
Federation, and the Asian Rowing Federation may become a member of SEARF and any
other South East Asian countries may become a provisional member.
Article
5 Admission to membership
A South East Asian Nasional
Rowing Federation wishing to become a member of SEARF shall make a formal
application to the SEARF Congress held each year at the time of the SEA Rowing
Championships.
Article
6 Congress
The SEARF Congress shall be the
supreme authority of SEARF whose activities shall be subject to its control.
The Congress shall consist of delegates of National Rowing Federation
which are currently members of SEARF. The
Congress shall meet annualy at the time of the SEA Rowing Championships.
Article
7 Alterations to the Statutes
The
Statutes of SEARF may only be altered at the occasion of the Annual Congress
Article
8 Voting
Each member National Rowing
Federation shall be entitled to one vote. A
member country should send two delegates to the congress.
A provisional member may not vote.
Article
9 Majorities
The decisions of the Congress
shall be taken on the basis of a majority of votes of the members represented.
Article
10 Management
SEARF shall be managed by the
Executive Committee, consisting of:
1. The President
2. The Vice President Championships
3. The Vice President Development
4. The Secretary General
5. The Treasurer
Article
11 Election of the Members of the Executive Committee
The member of the Executive Committee
shall be elected for two year terms by the Congress.
The President, the Vice President Development and the Treasurer shall
be elected in odd years while the Vice President Championships and the
Secretary General shall be elected in even years.
The first Vice President Championships and Secretary General shall be
elected for a three year term, then in 1996 be elected for two year terms.
Article
12 Decisions of Executive Committee
The decisions of the Executive
Committee shall be taken by a majority of the votes cast.
Article
13 Duties of the Executive Committee
The duties of the Executive Committee
shall be:
1. To ensure the
execution of the decisions taken by the Congress.
2.
To select the National Rowing Federation to host the SEA Championship
Regatta.
3.
To initiate new developments in rowing in South East Asia in conformity
with the objectives of the Federation.
4.
To ensure the maintenance of proper standards in the organisation of the
South East Asian Rowing Championship Regatta.
5.
To ensure the observance of the SEARF Statutes.
6.
To keep the member national rowing federations informed of the affairs of
SEARF.
7. To be responsible for
the administrative and financial management of SEARF.
8.
To take any decisions appropriate to the circumstances in the interests
of rowing in South East Asia.
Article
14 Duties of the Members of the Executive Committee
The
duties of the members of the Executive Committee include the following:
President
a. Chair the annual
Congress.
b.
Chair all meetings of the Executive Committee.
Vice President Championships
a. Liaise with
the organizers of the annual SEA rowing Championships
b. Organize bidding
process for the upcoming SEA rowing championships.
Vice President Development
a. Coordinate
the annual training camp which precedes the
championships
b.
Coordinate developmental activities with FISA and ARF.
Secretary General
a. Conduct the business
of SEARF
b. Prepare materials for the annual Congress,
c.
Chair the Executive Committee in the absence of President.
Tresurer
a. Control the accounts
of SEARF,
b.
Prepare the annual financial report for the annual Congress.
Article
15 Exclusion
If
a federation does not continue to fulfill the current conditions laid down to
become a member of SEARF and does not rectify the situation by a date fixed by
the Executive Committee, or if there are other justifiable reasons, the Congress
may expel that federation.
Article 16 Resignation
An
affiliated federation wishing to withdraw from membership in SEARF at the end of
the current year shall give notice of resignation to the Executive Committee not
later than 30th September. The
Executive Committee shall immediately inform the remaining affiliated federation
of any resignations submitted to it.
Article 17 Dissolution
The
dissolution of SEARF shall only be valid if carried by four-fifths of the votes
of national rowing federations present at a Congress.
Article 18 Councluding
Provisions
The
Statutes now published were approved by the meeting of South East Asian National
Rowing Federation at the South East Asian Rowing Championships held on December
17, 1993 in Kuala Lumpur, Malaysia, took effect on 1st January 1994.

Article 1 Application
These
regulations apply to the South East Asian Championships Regatta together with
the FISA Rules of Racing.
Article 2 Right of Entry
The
South East Asian Championships Regatta is open to all members of South East
Asian National Rowing Federations. No
member federation may enter more than one crew in each event.
There shall be no entry fees.
Article 3 Nationality
To
represent a country at the South East Asian Championships Regatta, a competitor
must be a citizen of that country. He/she
must be able to prove this by showing an official document (passport or identity
card). In exceptional cases, the
Executive Committee may make exceptions. At
the South East Asian Championships Regatta, rowers shall compete under the name
of their national rowing federation which shall alone be entitled to represent
them.
Article 4 Entries for the South East
Asian Championships Regatta
SEARF
shall send to the national rowing federation special entry forms two months
before the closing date for entries. Entries
shall type-written and must be received by the SEARF Secretary General by post
or telefax no later than seven days before the date of the first race.
These entries shall indicate both the crews and the names of the rowers
and coxswain in the crews. Names
shall be shown starting with the bow rower and finishing with the stroke rower,
followed by the coxswain. SEARF
shall, as soon as possible, send a list of the nations entered in each event to
all federation concerned.
Article 5 Crew Changes
At
the South East Asian Championships, no change may be made in a crew which has
already raced in the preliminary heat of its event, except in the case if
serious illness or accident. Not
more than one half of the rowers in a crew (plus the coxswain, if applicable)
may be changed in accordance with this article.
No subtitution may be made of a single sculler once he has competed in
the preliminary heat.
Article 6 National Colours
In
every race, crew shall wear the racing uniform of their national rowing
federation. The blades of all oars
and sculls are encouraged to be painted on both sides in the colours of their
federation.
Article 7 Allotment of the South
East Asian Championships Regatta
The
Executive Committee of SEARF shall allot the organisation of the Championships
at least nine month in advance. Each
candidate national federation wishing to organise the SEA Championships Regatta
must agree to fulfill the terms and conditions to host a SEA Championship
Regatta detailed in Article 8 Organisers Obligations to host the SEA
Championship Regatta.
Article 8 Organisers Obligation
to host a SEA Championship Regatta
The
SEARF member National Rowing Federation wishing to organise the SEA Championship
Regatta must agree to fulfill the following obligations:
1. To provide enough boats so that all participating teams
can compete. The Vice President
Championships shall specify the exact type and number necessary based on
participation at the previous years Championships.
2.
To provide meal and accommodation for the SEARF Executive Committee and
two representatives from FISA, if necessary.
3.
To arrange low cost housing and food for the participants.
4.
To organize free or low cost transportation to and from the regatta
course from the hotel as well as airport transfer.
5.
To provide the necessary regatta course equipment, as specified by the
SEARF Vice President Championships.
6.
To provide medals for first, second and third places in all Championship
event.
7.
To organize a training camp to precede the Championship Regatta by eight
days.
Article 9 Control by SEARF
The
South East Asian Championship Regatta shall be rowed according to the FISA Rules
of Racing and Racing By-Laws in addition to these Regulation.
They shall take place under the authority of SEARF which will give
directions to the Organizing Committee of the hosting country.
The Vice President Championships will liaise with the Organizing Committee
and, working closely with the Executive Committee, to advise on all the SEARF
requirements for the Championships.
Article 10 Appointment of the
Umpires and Chief Umpires
The
SEARF Executive Committee shall appoint the umpires for the SEA Championship
Regatta and shall supervise its activities.
Article 11 Events
The
South East Asian Championships will be held in at least the following events:

Specific
events for example, lightweight rowers will be included, when participation is
at an appropriate level.
Article 12 Length of Course
The
length of course for the South East Asian Championship Regatta shall be decided
by the SEARF Executive Committee. It
is preferable that the course be 2,000 meters, but may be less than 2,000
meters, depending on the location of the regatta.
Article 13 Number of Lanes
Races
shall be held not less than four lanes. The
SEARF Executive Committee may make exceptions where necessary.
Article 14 Eliminating Heats
The
system of elimination heats used at the Asian Rowing Championships shall be used
at the South East Asian Rowing Championships. The SEARF Executive Committee may make exceptions where
necessary.
Article 15 Title and Prize
The
title of South East Asian Rowing Championship shall be conferred on winning
competitors at the South East Asian Championship Regatta.
They shall be awarded with a gold medal from the organizers.
Those finishing second in each event shall be awarded a silver medal.
Those finishing third in each event shall be awarded a bronze medal.
These medals shall be supplied by SEARF but at the cost of the Organizing
Committee.
Article 16 Concluding Provision
These
Regulation now published which were approved at the formation of the South East
Asian Rowing Federation on December 17, 1993 in Kuala Lumpur, Malaysia and took
effect on 1st January 1994.
